Administration Group – Overview
The Administration Group functions as a vital auxiliary wing in the office, providing comprehensive administrative support to all functional groups. It plays a pivotal role in ensuring the smooth internal operations of the department by managing human resource and administrative services efficiently. The Group is headed by the Deputy Accountant General (Administration).
Key Functions of the Administration Group
- Human Resource Management
- Recruitment: Facilitates the induction of new personnel as per sanctioned strength and relevant recruitment rules.
- Posting and Transfer: Handles the allocation and reassignment of officers and staff based on operational requirements.
- Promotions and Deputation: Processes promotion cases in accordance with prescribed norms and manages deputation of staff to and from other offices/organizations.
- Examination and Career Development
- Conducts various Departmental Examinations such as:
- Subordinate Accounts Services (SAS) Examination
- Incentive Examination (IE)
- Continuous Professional Development (CPD)
- Coordinates with training institutions and supervisory authorities for facilitating career progression and competency enhancement of staff.
- Conducts various Departmental Examinations such as:
- Budget and Financial Administration
- Prepares Revised Estimates (RE) and Budget Estimates (BE) for the office expenditure.
- Ensures timely payment of pay and allowances, maintenance of service records, and disbursal of various personal claims.
- Oversees the processing and settlement of retirement benefits, including pension cases of retired employees.
- Procurement and General Administration
- Manages the procurement of office materials and consumables in compliance with Government e-Marketplace (GeM) and other relevant procurement procedures.
- Ensures proper maintenance and upkeep of office infrastructure.
- Training and Capacity Building
- Organizes in-service training programmes for staff to enhance their knowledge, skills, and adaptability in line with current administrative and audit needs.
- Implementation of Official Language Policy
- Ensures adherence to the Official Language Act, 1963 and related rules.
- Promotes the use of Hindi in official work and conducts Hindi workshops and inspections in accordance with guidelines issued by the Department of Official Language.
- Legal and Statutory Compliance
- Deals with Right to Information (RTI) applications under the RTI Act, 2005.
- Manages court cases, including coordination with legal counsel, timely submission of replies, and compliance with judicial directions.
This Group plays a foundational role in upholding institutional efficiency, transparency, and responsiveness by supporting operational divisions through timely and effective administrative action.
