The Comptroller & Auditor General of India has constituted a Task Force for the identification of documents/ information that might be made available to the citizens who might make a request for such information against prescribed cost/fee. The recommendations of the said Task Force are awaited.

The powers and duties of officers and employees::

  • The Group Officers (Sr. Dy./Dy. Accountants General) hold charge of different Groups and report to the Accountant-General who acts on behalf of the Comptroller & Auditor General of India in so far as State Accounts and Entitlement functions of the Indian Audit & Accounts Department are concerned.
  • The Welfare Officer, the Internal Audit Officer and the Branch Officer (Organization & Method) also report directly to the Accountant General.
  • The Branch Officers (Sr. Accounts Officers) are in charge of a number of sections and report to their respective Group Officers.
  • Each Section is headed by an Assistant Accounts Officer or a Section Officer or a Supervisor with a number of dealing assistants (Sr. Accountants/Accountants), Clerk-Typists, MTS etc. below him/her.
  • In addition to these posts there are now a number of E.D.P. posts viz. Data Entry Operators, Console Operators, Sr. Console Operators, Data Processors (Vacant), Sr. Data Processors (Vacant) & Data Managers (Vacant), all of which were created in the recent past following growing computerization of departmental work.

  • The procedures followed in decision making and in the discharge of responsibilities and performance of duties are laid down in the Office Procedure Manual, other departmental Codes and Manuals and orders of the Comptroller & Auditor General of India.

  • The norms are laid down in departmental Codes and Manuals or by the orders of the Office of the Comptroller & Auditor General of India issued from time to time.

  • The Comptroller & Auditor-General of India’s (Duties, Powers & Conditions of Service) Act, 1971, the Government Accounting Rules, 1990, the Accounts Code for Accountants General, the List of Major and Minor Heads of Accounts of the Union and the States, the Comptroller & Auditor General’s Manuals of Standing Orders (Administration & Accounts and Entitlements), the Accounting Rules for Treasuries, 1992, Accounts Code Vol.III, Fundamental and Supplementary Rules of the Union framed under Article 309 of the Constitution of India, the Central Civil Services (Conduct) Rules, 1964, the Central Civil Services (Classification, Control & Appeal) Rules, 1965, the West Bengal Treasury Rules, the Central Government Accounts (Receipts & Payments) Rules, 1983, the Central Public Works Accounts Code, the General Financial Rules, 2017, the Income Tax Act., 1961, the General Provident Fund (C.S.) Rules, Central Services (Medical Attendance) Rules, 1944 & various other Government of India Rules & Orders as applicable to persons serving in IA&AD, and local departmental manuals issued on the authority of the Accountant General.

  • All documents connected with or required to be maintained in connection with the accounts of the State Government, the Provident Fund Accounts referred to in Notice Board – II, settlement of Pensionary claims of State Government employees and in connection with matters pertaining to or bearing upon the Rules, Codes, Manuals etc. as referred above.

Particulars of arrangements for consultation with/representation by the members of the public in relation to implementation of policy affecting them::

  • There are two direct contact points for beneficiaries viz. Pensioners; G.P.F. Subscribers and these are the Pension Facilitation Cell and the Fund Help Cell apart from the Office Receptionist, all of whom attend to visitors seeking information.
  • The Comptroller & Auditor General’s Citizens’ Charter for the guidance of beneficiaries is displayed at various entry points of the office premises.

Boards and Committees etc.::

  • There are a number of Working Committees to formulate local policies, plans, programs etc. but these are not open to the public and the minutes of their meetings are not accessible to the public.

  • The Departmental Blue Book containing names, designations & places of posting of all IA & AS officers and Group ‘A’ officers is available with the Public Information Officer.
  • The other Directory is known as the Gradation List containing the basic service particulars of all officers and employees working in this office and it is also available with the Public Information Officer.

The Accounts Group is mainly responsible for::
  • Compilation and consolidation of initial accounts of State transactions rendered by State Treasuries and Pay & Accounts Offices.
  • Preparation of Monthly Civil Accounts and its submission to the State Government.
  • Preparation of annual accounts compilations of the State Government viz. Appropriation Accounts & Finance Accounts and their submission to the Governor of the State for their being laid before the State Legislature
  • Settlement of inter Government transactions and their adjustment in State Accounts.
  • Maintenance of the accounts of long term loans and advances made by the State Government to its employees and of loans and grants made by the said Government to various bodies and authorities.
  • Maintenance of accounts of various kinds of deposit transactions of the State Government.
  • Compilation, consolidation and maintenance of accounts of the local offices of the Indian Audit & Accounts Department under the departmentalized accounting set up of the Union.
The Pension Group is mainly responsible for ::
  • Reporting on the admissibility of pensionary benefits and their quanta to the Heads of Offices/Pension sanctioning Authorities (P.S.As.) of the State Government on the basis of a scrutiny of service records in respect of specified categories of State Government employees.
  • Issue of authorities for the disbursement of pensionary benefits viz. P.P.Os., G.P.Os. & C.V.P.Os. to various disbursing authorities viz. State Treasuries, Nationalized Bank etc. on the basis of expenditure sanction accorded by the P.S.As. of the State Government.
  • Pensionary claims of all state government employees and of members of All India Services guided by D.C.R.B. Rules, 1958, of the members of West Bengal Higher Judicial Services, High Court Judges, teaching and non-teaching Staff of Non-government Colleges, of specified categories of teaching and non-teaching employees of non-government educational institutions.
  • Certain special types of pension viz. Swatantrata Senani Swamman pension, political sufferers’ pension, pensionary incidence of Ex-Burma government employees etc.
  • Family pension and revision of pension cases.
  • Settlement of outstanding pensionary claims through special efforts for removing bottlenecks by sending Pension Peripatetic Parties to different Districts of the State and issue of special seal authorities in specified cases for payment of pension in other states through the agency of other Accountants General.
  • Prompt redressal of grievances relating to pensionary matters and carrying out of judicial verdicts and pronouncements in suits at law involving pensionary claims.

The Provident Fund Group is mainly responsible for ::

  • Maintenance of individual subscribers’ Provident Fund Accounts of State Government employees excluding Group ‘D’ employees.
  • Maintenance of Provident Fund Accounts of the members of the All India Services of the West Bengal cadre.
  • Issue of authorities for final payment of balances in the P.F. Accounts of employees and officers referred to above in the event of superannuation, retirement/ cessation of service or death.
  • Maintaining as many as 348337 such P.F. Accounts
  • Special efforts for adjustment of accounts by detecting and incorporating missing debits and credits in individual P.F. Accounts.
  • Special efforts for settlement of outstanding final payment cases.
  • Prompt redressal of grievances relating to P.F. matters and carrying out of judicial verdicts and pronouncements in suits at law involving P.F. claims.

The Administration Group is mainly responsible for ::

  • Total manpower management and planning involving recruitment, appointment, promotion, transfer and posting, deputation of officers and employees to other Organizations.
  • Total budgetary exercise and financial control and disbursement of pay and allowances and other personal claims of employees and of outside claimants for services rendered by them.
  • Holding of all departmental examinations for different categories of officers and members of the staff.
  • Conducting in-house training programmes for officers (excluding Group ‘A’ officers) and employees of all levels and categories and sponsoring officers & employees for in-service training in other Training Institutes of the IA & AD.
  • Maintenance of service records of employees and officers and determination of pensionary benefits of retiring officers and employees and their payment.
  • Receipt and Despatch of letters and documents, acceptance and processing of tenders in respect of works and supplies needed by this office and entering into service/maintenance contracts with individuals and firms (Record Sections).
  • Liaison with Office of the Comptroller Auditor-General of India i.e. Headquarters of the Indian Audit & Accounts Department for the purpose of submission of reports/returns prescribed, seeking clarification on points of doubt and carrying out of order and instruction etc.
