  • Pension cases of All India Service Officers borne on Jharkhand State Cadre.
  • High Court Judges who retire from Jharkhand High Court
  • Civil Court Judges of State of Jharkhand.
  • MLAs of State of Jharkhand
  • Chairman, Vice-Chairman and Members of Jharkhand Public Service Commission and Tribunals deputed from Jharkhand Administrative Service and Judiciary.
  • Staff of other Government drawing pension in Jharkhand

  • Jharkhand Pension Rules 2000 with Appendices deals with Rules applicable to All Governments Servants appointed to Services and Posts in connection with the affairs of the State which are borne on pensionable establishments with certain exceptions.
  • The High Court Judges (Salaries & Conditions of Service) Act 1954.
  • All India Services (DCRB) Rules 1958 deals with pension cases of All India Service Officers.

History/Background

  • Consequent upon creation of separate State of Jharkhand on 15th November 2000, O/o the Accountant General (A&E), Bihar, Patna continued to authorize the Pension cases of Jharkhand pensioners till shifting of entitlement function work to O/o the Pr. Accountant General (A&E), Jharkhand, Ranchi.
  • The Pension authorization work of Non-gazetted Staff of Jharkhand State was transferred to O/o the Pr. Accountant General (A&E), Jharkhand, Ranchi in the Month of February’2003 and this office started authorizing the Pension of Non-Gazetted Officers from 03/02/2003.
  • The office started authorizing Gazetted Pension from 13/10/2016.
  • The Office switch over to Pension SAI Application Software (developed in Oracle 10g) from 23rd July, 2012.
  • The office introduced the SMS facility for intimating status of pension cases to pensioners from 30/03/2016.
  • Consequent upon introduction of e-Pension Portal by Jharkhand Govt., from September’2017 the office started receiving online e-pension paper through e-Pension Portal and till the new system is stabilized, the conventional system of receipt of hardcopies of service book & Pension papers generated through e-Pension Paper / issuance of hardcopies of pension authorities / Pension Payment Order etc. by this office are still in vogue.
  • As per Finance Deptt., Govt. of Jharkhand letter No.1564 dated 29.06.2018 this office stopped accepting the offline pension applications from 01/07/2018.

Processing of Pension application

Procedure for Submission of Application by the Pensioner and the Process involved in the Payment.

Pensioner

 

(Online and Offline submission of pension application by State employees)

  • The Pensioner will have to login into Employee Login through e-Pension Portal to fill the pension application (IN the case of deceased Govt. servant, the respective DDOs will be responsible to fill the pension application on the behalf of spouse or legal hair of deceased Govt. servant)
  • After filling the application, the Pensioner will forward the case electronically to the concerned DDO, for further vetting and sanction by the Sanctioning Authority by turn.
  • After forwarding the case electronically to DDO/Sanctioning authority, the Pensioner can download the hardcopy of online pension application for further submission of signed application to the Office of the Accountant General (A&E) through his Department along with the following
  1. Online Pension Application – 3 copies
  2. Joint photo (with spouse) duly attested by competent authority – 3 copies
  3. Page No.7 of online Pension paper (i.e. Descriptive Roll) having joint photograph, family list, specimen signature, identification marks and height duly attested by competent authority.
  4. Details of family members should be supported with date of birth certificate of family members and marital status.  In the case of handicapped family member(s), if any, the Medical Certificate from a Civil Surgeon.
  5. Death Certificate/Legal Heirship Certificate – in the case of Family Pension along with the application for Family Pension.

Department

 

(Online and offline forwarding of Pension proposal to AG Office by DDO/Sanctioning Authority)

  • After receipt of online and offline pension application from Pensioner, the DDO/Sanctioning will vet the pension application from service book / service records of the pensioner by turn in following manner
  1. Service book (Date of Birth, Date of appointment, duly noting the date of retirement/death, last pay drawn duly regulating his pay/Special Pay/Personal Pay etc. service verification done from Date of Appointment to Date of Retirement/Death, entries regarding Hind Examination/Passing of Noting-Drafting Examination.)
  2. All the documents submitted above should be countersigned by the DDO/Sanctioning Authority.
  3. Covering letter by the forwarding authority.

 

Accountant General

 

(Online and offline receipt of pension application and then,Verification & Authorization)

  • On receipt of hardcopy of the pension application (alongwith service book in the case of non-gazetted employees), the AG office electronically receipts the online pension application through e-Pension Portal with proper user credential.
  • Only online pension applications processed through e-Pension Portal are admitted and after verification of the proposal, AG admits the pensionary benefits based on the qualifying service and Average emoluments/Last Pay drawn and sendsthe authorities to desired Treasury Office or issues Special Seal Authority to the AG office of that State from where the pensioners desires to draw pension after retirement.
  • In case of Special Seal Authority, the AG office of that State issues Pension Payment Order.
  • Authorises the pensionary benefits in Pension Payment Order (for Pension/Family Pension), Gratuity order and Commutation order (commutation of the pension) in three copies.  Ist copy is sent to the Treasury, 2nd copy to the pensioner and the 3rd copy to the department with service book.
  • In case of offline case (case not processed through e-Pension Portal) or any deficiency in the pension proposal/documents, the proposal is returned to the Department for due compliance.

 

Pension Payment Order

  • Two PPO books are prepared (Pensioner’s half & Disburser’s half) and sent to Treasury Officer.
  • Three copies of forwarding letter for PPO are sent, one each to Treasury, pensioner, and Department for information.
  • Pension is payable at the treasury desired by the pensioiner.

 

 

Gratuity Payment Order

< >Three copies of GPO authorisations are prepared and sent one each to Treasury, pensioner and Department.Commuted Value of Pension

 

< >Three copies of CVP authorisations are prepared and sent one each to Treasury, pensioner and DepartmentPensioner

 

< >The Pensioner should approach the Treasury Officer for payment of Pension, Gratuity and commuted value of pension by production of the intimation received from the Accountant General.

Note:- (i) For any revision or increase of D.R. on pension, the pensioner should approach the Treasury Officer/Bank.

           (ii) After dispatch of hard copies of authorities of Pension Payment Order, the AG office shares the xml data of PPO with State Govt., who upload the same in the Treasury Interface for further payment by the Treasury Officer.
