The Office of the Pr. Accountant General (A&E), Jharkhand, Ranchi has been dealing with the Gazetted Entitlement functions relating to Group A & B Gazetted officers and other dignitaries of the State Government since 2006. Before that, the Gazetted Entitlement functions of Government of Jharkhand were being performed by the Office of the Accountant General (A&E)-II, Bihar, Patna even after separation of Jharkhand State from Bihar w.e.f. 15 November 2000.

This office performs the Gazetted Entitlement functions in respect of following Gazetted Officers and other dignitaries in the State: -

  • All Gazetted Officers who are drawing Grade pay of Rs.6600/-(Level-11) and above.
  • All Officers of All India Services (IAS, IPS, IFS etc.)
  • Officers of State Judiciary Services
  • Others (dignitaries viz. Governor, Chief Minister, Speaker, Dy. Speaker, High Court Judges, MLAs, Chairman and members of different Commissions, Boards)

This office has a Gazetted Entitlement(GE) Wing consisting of seven (7) GE Sections headed by Assistant Accounts Officers and two Branch Officers. The overall administration of GE Wing is vested in an IA&AS Officer in the rank of Deputy Accountant General.

GE Wing is responsible for the fixation of pay, issue of pay/leave salary slips, maintenance of history of service/service cards of the Gazetted officers of Jharkhand State including All India Service (AIS) Officers working in connection with the affairs of the State. Since the service records of the Gazetted officers are maintained by this office, the initial processing of their pensionary benefits is also done by this Wing.

General Principles and Procedures for Authorisation of Pay and Allowances

The responsibility for the authorization and check of pay and allowances rest with the Accountant General (A&E).  Consequently, the duty of maintaining the connected records, registers, leave accounts etc., and issuing of pay slips, leaves salary certificates, countersigning of last pay certificates etc., in respect of Gazetted Government servants will devolve on the Accountant General (A&E).

  • Pay-slips, leave salary payslips
  • Leave Reports;
  • Service History
  • Authority for Leave encashment;
  • LPC and Pre-audit of personal claims (bills)
