This Report of the Comptroller and Auditor General of India on Pre and Post-Matric Scholarship Schemes for Scheduled Caste, Scheduled Tribe and Minority Students contains six Chapters and is divided into three Sections. Chapter I contains Introduction, Section A deals with Pre and Post-Matric scholarship schemes for Scheduled Caste students in Chapter II and III, Section B deals with Pre and Post-Matric scholarship schemes for Scheduled Tribe students in Chapter IV and V and Section C deals with Pre and Post-Matric Scholarship schemes for Minority students in Chapter VI.
Chapter II- This chapter contains audit findings on Pre-Matric scholarship schemes for Scheduled Caste students relating to coverage of beneficiaries, implementation of the scheme and instances of exclusion of students from the scholarship schemes etc.
Chapter III- This chapter contains audit findings on Post-Matric scholarship schemes for Scheduled Caste students including target and achievement in the number of beneficiaries, Planning and financial management, instances of non-processing of scholarship applications, discrepancies noticed in the implementation of scholarship for overseas studies, monitoring and evaluation of the scheme etc.
Chapter IV- This chapter includes audit findings on Pre-Matric scholarship schemes for Scheduled Tribe students, viz., like delay in disbursement of various components of scholarship schemes, non- receipt of scholarship on account of invalid bank account, monitoring and evaluation of the scheme etc.
Chapter V- This chapter contains audit findings on Post-Matric scholarship schemes for Scheduled Tribe students, viz., details of fund availability and disbursement of scholarship, delay in disbursement of various components of scholarship, instances of dual/ ineligible payment of scholarships etc.
Chapter VI- This chapter includes audit findings on Pre and Post-Matric scholarship schemes for Minority students relating to non-processing of scholarship applications, students applying as fresh candidates more than once during the course period etc.
