In accordance with Headquarters office Lr. No.541-LC/111-2005 dated 26.08.2005, following information is made available under section 4(1)(b) of the RIGHT TO INFORMATION ACT 2005.
1. Functions and Duties of the Organization :
The office has been entrusted with audit of all the Government Departments falling under Government of Assam as envisaged under various sections of Comptroller and Auditor General of India (DPC) Act, 1971

Note: Report Wing, Internal Audit Wing and AG Secretariat will work directly under the Accountant General.
Further, DAG Secretariats will work directly under concerned Group Officers.
3. Procedure for decision-making process and channels of supervision and accountability:
The office of the Accountant General (Audit), Assam, Guwahati, was formed on 13th May, 1997, consequent upon reorganization of the office of the Accountant General (Audit), Assam, Meghalaya, Arunachal Pradesh and Mizoram. This office has been entrusted with the work of auditing all the Government Departments falling under Government of Assam including audit of the Local Bodies viz. Panchayat Raj Institutions and Urban Local Bodies and also the Autonomous Bodies under the Administrative control of the Government of Assam.
The activities of the Headquarters sections, apart from attending to administrative matters and personal claims, include vetting and issue of Inspection Reports prepared by field audit parties to the concerned departments and their pursuance, through Group Officers. Group Officers are assisted by Sr. Audit Officers/Audit Officers, Assistant Audit Officers and Senior Auditors/Auditors posted in Headquarters. STRUCTURAL PATTERN
The decision making process is initiated at sections through Asst.Audit Officers with final decision taken by Group Officers or Head of the Department, wherever necessary.
4. Norms set by it for the discharge of the functions:
The functions in the various cadres are discharged in accordance with provisions contained in various Manuals and Auditing Standards.
5. Rules, regulations, instructions, manuals and records used by its employees for discharging its functions:
Rules and regulations framed by the Government of India and the Comptroller and Auditor General of India are used in discharge of these functions. Apart from various rules governing Central Civil Services (like Leave, Pensions, CCA Rules, etc.), Manual of Standing Orders (Audit) (issued by the Comptroller and Auditor General of India etc are also used for this purpose.

7. The budget allocated to each of its agency indicating the particulars of all plans, proposed expenditure and reports on disbursements made.
Budget allocation is made by the office of the Comptroller and Auditor General of India. The bill passing authority is the PAO/ AG [A & E] for all Officers & staff of this Office
1. Central Public Information Officer may be addressed to obtain information as per the requirements under Section 4 (1) of Right to Information Act 2005.
2. In pursuance of Section 5 (1) of the Right to Information Act, 2005, Shri Vinod C, IA&AS, Senior Deputy Accountant General (AMG-I ,Administration) of this office has been designated as Central Public Information Officer (CPIO) for the Office of the Accountant General (Audit), Assam.
3. Under Rule 3 of Rights to Information (regulation of fee and cost) Rules 2005, a request for obtaining information under section 6 (1) of RTI Act, shall be accompanied by an application fee of Rs.10/- by way of cash against proper receipt or by demand draft or bankers cheque payable to the Pay and Accounts Officer, O/o the Principal Accountant General (A&E) Assam, Beltola, Maidamgaon, Guwahati – 781029.
4. For providing the information under sub-section (1) of section 7, the fee shall be paid by way of cash against proper receipt or by demand draft or bankers cheque payable to the Pay and Accounts Officer, O/o the Principal Accountant General (A&E) Assam, Beltola, Maidamgaon, Guwahati – 781029 at the following rates:
a) Rs.2/- per page (in A4 size paper) created or copied,
b) Actual charge or cost price of a copy in larger size paper,
c) Actual cost or price for samples or models and
d) For inspection of records, no fee for the first hour; and a fee of rupees five for each subsequent hour (or fraction thereof)
5. For providing the information under sub-section (5) of section 7, the fee shall be paid by way of cash against proper receipt or by demand draft or bankers cheque payable to the Pay and Accounts Officer, O/o the Principal Accountant General (A&E) Assam, Beltola, Maidamgaon, Guwahati – 781029 at the following rates:
a)For information provided in diskette or floppy - ` 50/- per diskette or floppy and
b) For information provided in printed form at the price fixed for such publication or ` 2/- per page of photocopy of extracts of publication.
In respect of persons who belong to the category - below poverty line as may be determined from time to time by the appropriate Government, no such fee is payable.
