Overview

In accordance with Article 151(2) of the Constitution of India, the Local Bodies Report of the Comptroller and Auditor General of India for the period ended March 2023 - Government of Punjab (Report No. 1 of 2026) was forwarded to the State Government on 27 February 2026. The Report was presented to the State Legislature on 16 March 2026.

The Report contains significant results of an audit of Panchayati Raj Institutions (PRIs) and Urban Local Bodies (ULBs) and highlights issues related to the devolution of functions, financial management, revenue realisation, utilisation of funds, infrastructure works and internal controls. The Report comprises of seven chapters of which:

Chapter-I provides an overview of the structure, functioning and audit framework of local governments in Punjab.

Chapter-II examines governance, staffing, finances and accountability in PRIs.

Chapter-III contains two Long Draft Paragraphs, which highlight deficiencies in the creation and management of community assets and land resources.

Chapter IV contains Audit observation arising from the Compliance Audit of PRIs of the State.

Chapter-V reviews staffing, finances and revenue management of ULBs.

Chapter-VI contains two long draft paras, focuses on the execution of works and revenue collection deficiencies.

Chapter-VII contains audit observations arising from the Compliance Audit of ULBs of the State.
