Laisram Angam Chand Singh, Deputy Comptroller and Auditor General, belongs to the 1987 batch of the Indian Audit & Accounts Service.

He is an alumnus of St. Stephen’s College, Delhi; Faculty of Law, Delhi University; Indian Institute of Management, Bangalore; and Maxwell School, Syracuse University, New York. His current jurisdiction covers 35 Ministries, 103 Public sector Undertakings and the Constitutional Bodies of the Government of India

He has rich and vast experience having previously served as Principal Accountant General (Audit), Delhi; Principal Accountant General (Audit) Karnataka; Principal Accountant General (Audit), Sikkim; Accountant General (A&E) Karnataka; Accountant General (A&E) Madhya Pradesh; and Director General of Audit (Central Receipts) New Delhi. He has headed the A&E office of Jammu & Kashmir (in Srinagar) and served in Hyderabad and Shillong in various capacities. Prior to the current assignment he was serving as Additional Deputy Comptroller and Auditor General with inspection and review jurisdiction over all 132 offices of the Indian Audit and Accounts Department.

He has served as Civil Affairs Officer in the United Nations Organisation (UN) and also as Deputy/Joint Director (Audit) in the Embassy of India, Washington DC, covering all Indian Embassies in North and South America. He has conducted audits on behalf of the UN Board of Auditors, New York, always as Team Leader - of (i) UNICEF, (ii) United Nations University, (iii) United Nations–Department of Peace Keeping Operations, and (iii) Food and Agricultural Organisation (FAO), Rome.

He successfully completed the Advanced Management Development Program at the Wharton School, University of Pennsylvania. He was also Member, Finance Committee, Indian Institute of Science, Bangalore.

Laisram Angam Chand Singh is married to Dr. Pallavi P Laisram. He is a keen sportsperson  and amateur photographer and likes reading and listening to music in his spare time.
