Report No.4 of 2018 - Performance Audit of Solid Waste Management in Urban Local Bodies, Government of Karnataka
Overview
Municipal Solid Waste Management in urban areas has emerged as one of the biggest challenges that our country faces today. The situation is aggravated by rapid urbanisation. Inadequate management of waste has significant negative externalities in terms of public health and environmental outcomes.
A performance audit on ‘Solid Waste Management in Urban Local Bodies’ was conducted to ascertain whether the management of municipal solid waste and special waste including construction and demolition waste was effective, efficient, and carried out economically and scientifically.
The performance audit for the period 2012-13 to 2016-17 involved examination of the records relating to solid waste management in the Directorate of Municipal Administration, District Urban Development Cells, the Karnataka State Pollution Control Board and its Regional Offices and 35 Urban Local Bodies.
The audit findings are arranged into three sections. The first section includes findings on effectiveness of planning, institutional mechanism and utilisation of funds for efficient solid waste management. The second section discusses about effectiveness of implementation of solid waste management process which includes Information, education and communication activities, and other aspects of solid waste management such as segregation, collection, transportation, processing, treatment and disposal of waste. Observations on management of special waste (plastic waste, bio-medical waste, e-waste and slaughterhouse waste) and construction and demolition waste are detailed in the third section.Download Audit Report
