Overview

The Report contains significant findings of audit of Receipts and Expenditure of major revenue earning Departments under Revenue Sector. The instances mentioned in this Report are those, which came to notice in the course of test audit during the period 2015-16 as well as those which come to notice in earlier years but could not be reported in the previous Audit Reports; instances relating to the period subsequent to 2015-16 have also been included, wherever necessary.

The Report contains 28 paragraphs relating to non/short levy of taxes, interest, penalty, etc., including a Performance Audit on “Functioning of the Transport Department” involving ` 659.71 crore. The Report is based on test check of records of Commercial Taxes Department, State Excise Department, Transport Department, Forest Department, Mining Department and Lottery Department.

The total revenue receipts of the State during the year 2015-16 was ` 7043.13 crore, of which the revenue raised by the State Government was ` 1285.42 crore and receipts from the Government of India was `5757.71 crore. The revenue raised by the State Government constituted 18.25 per cent of the total net receipts of the State. The receipts from Government of India included ` 3276.46 crore on account of the State’s share of divisible Union Taxes which registered an increase of
137 per cent over the previous years and ` 2481.25 crore received as grants-in-aid
