Overview

This Performance & Compliance Audit Report for the period ended March 2023 has been prepared for submission to the Governor of West Bengal under Article 151 (2) of the Constitution of India for being laid before the Legislative Assembly of West Bengal.

This Report contains significant results of Performance Audit on Swasthya Sathi Scheme and Compliance Audit on availability of an inclusive and accessible environment in Educational Institutions for Persons with Disabilities/ Children with Special Needs to assess the State’s performance in achieving the objectives based on relevant Acts, Rules, Guidelines/ norms, Circulars etc., framed or issued by the Government of India and the Government of West Bengal.

The instances mentioned in this Report are those which came to notice in course of test audit of the Swasthya Sathi Scheme and educational institutions in the State of West Bengal for the period ended March 2023 as well as those which came to notice in earlier years, but could not be reported in the previous Audit Reports; instances relating to the period subsequent to 2022-23 have also been included wherever necessary.

The audit has been conducted in conformity with the Auditing Standards issued by the Comptroller and Auditor General of India.
