Shri R. Thiruppathi Venkatasamy, IA&AS

Director General

Shri R. Thiruppathi Venkatasamy, IA&AS assumed additional charge as Director General, Regional Capacity Building and Knowledge Institute, Chennai on 9^th October 2025.  He belongs to 2000 batch of Indian Audit and Accounts Service.

Presently, he is holding the charge of Principal Accountant General (Audit-II) TN & PY, Chennai.  Earlier, he was working as Director General of Audit (Central), Chennai.

He has graduated from Agriculture College and Research Institute, Killikulam, Tamilnadu (1992) and completed his post-graduation in Agricultural Extension from Tamilnadu Agriculture University, Coimbatore (1995).  He holds a master’s degree in Public Affairs from University of Minnesota, USA (2014).  He also holds the following professional credentials:

·      Certified Internal Auditor(CIA) by the IIA, USA

·      Certified Information System Auditor(CISA) by ISACA, USA

·      Certified Fraud Examiner(CFE) by ACFE, USA

·      Certification in ‘Auditing IT Controls’ from IDI, Norway

He has served as Accountant General / Deputy Secretary in the following offices:

·      Deputy Secretary, Ministry of Health and Family Welfare, GoI (2010 to 2013)

·      O/o the Accountant general (E&RSA), Tamil Nadu

·      O/o the Accountant general (Audit)II, Maharashtra, Nagpur,

·      O/o Principal Director of Audit at India Audit Office, Kuala Lumpur, Malaysia (audit of overseas offices of GoI including Embassies of India, located in 20 different countries in East Asia and Oceania Region)

·      On behalf of UN Board of Auditors, the team led by him audited UNICEF - its headquarters at New York, its Global Shared Services Centre at Budapest, Hungary and South Asian Regional Office & other Offices in various countries (2016 to 2018).  He also audited financial statements of the   World Health Organization (WHO) for the year 2024.

He has authored a book titled “Thanikkai Thelivakkamum Seyalmuraikalum” in Tamil, meaning Audit Explanation and Procedures, which is a first complete and comprehensive book on audit in Tamil. Other books authored by him are "Sengaram", “Meippaadugal”,  “Nam Vazhvil Thanikkai" and “Maanudathin Uchiyele” in Tamil.

He is the pioneer in using drone technology and google earth map in audit of government programmes and institutions.  During his tenure in Tamil Nadu, he introduced use of drone technology in the audit of mineral wealth management, in collaboration with Centre for Aerospace Research, MIT Chennai.  The initiative won the prestigious “The India Geospatial Application and Excellence Award” in the “Geo Smart India International Summit” during 2019.

He has travelled widely across the world and has good experience in working in multi-cultural environment. He is proficient in Tamil and English languages and has functional knowledge in Hindi and Telugu.
