Consequent on restructuring of Audit arrangements in the IA&AD, the erstwhile Office of the Principal Accountant General (Audit), West Bengal has been renamed as the Principal Accountant General (General and Social Sector Audit), West Bengal. Principal Accountant General (General and Social Sector Audit), West Bengal is the Cadre Controlling Authority of both the offices i.e. Office of the Principal Accountant General (General and Social Sector Audit), West Bengal and Accountant General (Economic and Revenue Sector Audit), West Bengal.

Administration-I

“This Section is responsible for overall administration of the office including cadre controlling functions in respect of this office and O/o the Principal Accountant General (E&RSA), West Bengal. Other functions of Admn-1 include:

  • Recruitment and Resignation
  • Confirmation of various cadres.
  • Promotion and DPC Matters
  • Consideration and grant of MACP.
  • Compassionate Appointment.
  • Mutual Transfer
  • Deputation
  • Association matters.
  • Transfer/Postings.
  • Report/Returns to Headquarter Office.
  • Works related to RTI Act, 2005.
  • Preparation of Gradation List.

Administration-II

Functions

(i) Admn II mainly deals with pay and allowances and other personal claims of employees of this office viz.
(a) Domestic Travel Expenses including transfer travelling allowances,
(b) Leave Travel Concession (c) Encashment of Leave for availing LTC (d) GPF advances/ withdrawals/ final payment,
(c) Children Education Allowances,
(d) Honorarium / Cash Award,
(e) Ad-hoc bonus,
(f) Retirement Leave Salary,
(g) Arrear calculation and payment thereof,
(h) Computer Advance,
(ii) Reimbursement of medical claims,
(iii) Payments of all contingent expenditure of this office,
(iv) Preparation of Budget Estimates and Revise Estimates,
(v) Deduction of Income Tax and uploading of TDS Quarterly Return to NSDL,
(vi) To control expenditure under "2016-Audit" and "7610-Loans and Advances"(Other than HBA) within budgetary allocation,
(vii) Disbursal of Annual GPF statement of employees of this office,
(viii) Preparation of Form 16,
(ix) Booking of expenditure in BEMS and requesting fund from Head Quarters through BEMS,
(x) Generating Bills in iBEMS and PFMS portals,

Administration – III

Functions:

Broadly the following items of work come under the purview of this Section:-

  • Regular maintenance of Service Book, Personal File and Leave Account.
  • Pay fixation in cases of promotion/reversion under FR 22(I).
  • Allowing annual increment in the month of January or July, as the case may be, in pursuance of Central Civil Services (Revised Pay) Rules, 2016.
  • Finalisation of pay anomaly cases.
  • Grant of Advance Increments for passing various examinations.
  • Grant of Special Allowance/ Qualification Pay/Personal Pay etc.
  • Verification of Qualification Service after 18 years of service and 5 years before retirement and Annual Service Verification of eligible employees.
  • Preparation of Retirement List (Joint list of this office and Office of the A.G. (E & RSA), West Bengal who are due to retire on Superannuation during the next 12 to 15 months.
  • Processing of applications regarding Permission/Intimation for acquisition/disposal of immovable and movable property in terms of CCS (Conduct) Rules, 1964.
  • Issuance and cancellation of CGHS Identity cards and addition / deletion of name(s) of family members, change of dispensary etc., Enrolment of beneficiaries under CGHS as per revised jurisdiction of
  • Wellness Centre’s under CGHS, Kolkata vide their O.M.No. 66-1/2007-Dev/18557-87 dated.   15.12.2015.
  • Processing and regular maintenance of Annual Return of Immovable Property of all officers and staff in terms of Rule 18(1)(ii) of CCS (Conduct) Rules,1964.
  • Scanning of Service Books as per the recommendation of the Disaster Management Committee. Inclusion of Aadhaar (Unique Identification) Number in respective Service Books.

Training

Functions

The functions of Training and Examination Section  includes -

  • Imparting Departmental Trainings including non-EDP Trainings.
  • Conducting various Departmental Examinations viz SAS Preliminary Examination, Auditor Confirmatory Examination, Incentive Examination, Typing Test for Clerk/Typists and Dept. Exam for 12th passed MTS for   promotion as Clerk .
  • Accomplishing Training Needs Analysis for finalization of In-House (EDP and Non- EDP) Training.
  • Preparing Draft Calendar of Training Programmes for RTI, Kolkata and processing cases for training in other RTI’s.

Confidential Cell and Pension

Functions

  • Disciplinary cases (including Suspension cases),
  • Vigilance cases,
  • CAT, SAT and Court cases (High Court and other Courts),
  • Redressal of complaints received by the office,
  • Monitoring of Annual Performance Appraisal Reports in respect of all cadres and custodian of Annual Performance Appraisal Reports of Group “C” officials in respect of Offices of the Principal Accountant General (G&SSA), W.B. and Accountant General (E&RSA), W.B.,
  • Service Review of Gr. A (except IA & AS)/B/C officers/officials under FR-56-J/Rule 48 of CCS (Pension) Rules, 1972.
  • Grant of Special C.L. to the Staff of this office on account of natural calamities/ Bandhs/Rail Roko/Raasta Roko etc.
  • Grant of Cash Awards & Merit Certificates to the staff of this office.
  • Sending of other reports/returns to Headquarters Office. Works relating to Election duty.
  • Constitution of the Internal Complaints Committee, under section 4 of The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 for prevention of sexual harassment of working women of this office and timely redressal of any complaints of such nature as and when received in this office. The section is also in charge of forwarding return on cases of sexual harassment to Headquarters Office.
  • Selection of Personnel for security inspection of office premisses every fortnight.
  • Processing of regular pension cases of retirees of this office and revision thereof; processing of family pension cases and also revision of pension/family pension cases, as and when instructed; maintenance of service record and database of pensioners/family pensioners of this office.

  • Hiring of inspection vehicle & additional vehicles
  • Handling of petty cash.
  • Dispatch of letters, receiving of letters from outside and hand over to respective Sections.
  • Operational continuity plan for Disaster Management.
  • Maintenance of EPABX System.
  • Preparation of Monthly Rosters of MTS for Watch & Ward duties in Office premises.
  • Procurement and supply of Annual Items.
  • Purchase & issuance of stamp, name plate, notice board and identity card to the staff of this office.
  • Upkeep & maintenance of fire extinguishers.
  • Disposal of waste papers, old furniture, old blank printer cartridges & unserviceable machines.
  • Purchase & maintenance of AC machine, photocopies machine, FAX machine and water purifying machine etc.
  • Purchase & issue of books & magazine.

  • Purchase & distribution of computer, cartridges, pen drive & CD/DVD.
  • Engagement & monitoring of Housekeeping staff in cleaning and sanitization work.

Estate Section

  • Estate Section mainly deals with maintenance, restoration, renovation, repair of Treasury Buildings, G.I Press Building, IA&AD Guest House and Departmental Quarters for Group Officers at Calcutta Greens and proposed new construction of the IA&AD Residential Complex at Ultadanga.
  • This office functions as a nodal Estate Office of all the IA&AD offices in Kolkata. So, the estimates for various works of sister offices are sent through this section to Headquarters for according administrative approval and financial sanction.

Hindi Cell

हिन्दी कक्ष की विभिन्न मदें:-

  • प्रवीण एवं प्राज्ञ प्रशिक्षण कार्यक्रम (साधारण एवं गहन)
  • हिन्दी टंकण प्रशिक्षण कार्यक्रम (सत्र – फरवरी से जुलाई एवं अगस्त से जनवरी)
  • हिन्दी दिवस एवं पखवाडा समारोह (सितंबर माह में होगा)
  • कोलटॉलिक क्षेत्र – 5 की क्षेत्र स्तरीय / शीर्ष स्तरीय प्रतियोगिता का आयोजन
  • विभागीय राजभाषा कार्यान्वयन समिति, जिसके अध्यक्ष प्रधान महालेखाकार महोदय तथा सचिव उप महालेखाकार (प्रशासन) हैं, की त्रैमासिक बैठकों का आयोजन। पिछली बैठक दिनांक 12/12/2017 को हुई थी।
  • हिन्दी की त्रैमासिक प्रगति प्रतिवेदन, कार्यान्वयन समिति के बैठकों की अनुपालना प्रतिवेदन आदि मुख्यालय को भेजना। पिछला प्रतिवेदन दिनांक 02/02/2018 एवं अनुपालना प्रतिवेदन दिनांक 21/02/2018 को भेजा गया।
  • हिन्दी कार्यशाला का आयोजन
  • कोलटॉलिक क्षेत्र – 5 सम्बंधी क्रियाकलाप।
  • हिन्दी पुस्तकों की खरीद।
  • हिन्दी गृह पत्रिका “सोनार बांगला” का  13 वां  अंक  प्रकाशनाधीन ।

EDP Section

Functions

EDP Section is mandated and entrusted to do the following task:

  • To implement various IT Plans & Policies of the C&AG Office including networking policies.
  • To provide specialist IT Support to various IT Applications running in the office.
  • To maintain Hardware Inventory of all IT Assets belonging to this office.
  • To procure new systems hardware or new components for existing systems as per requirements and in accordance of Hqrs. Guidelines.
  • To impart In-House EDP Training courses as per approved Calendar of In-House Training Programme (COTP).
  • To nominate candidates for undergoing training on various IT courses conducted by RTI, Kolkata as per COTP.
  • To conduct In-House Test on the e-learning module on “Introduction to IT Audit”.
  • To maintain database relating to various IT course conducted both in RTI and In-House.
  • Finalisation of Annual Maintenance Contract of Hardware & Peripherals.
  • To facilitate and impart In-House Training of IT Courses as per approved Calendar of Training Programme.
  • Maintenance and upkeep of hardware (basic trouble shooting)
  • Hardware Fault Monitoring.
  • To develop in-house database/application as per requirements and if required and feasible.
  • To facilitate creation of official Email-ids of employees of this office.
