Shri Tsewang Tharchin assumed charge as Principal Director, RCB&KI, Jammu on 6th November 2025. A 2007 batch officer of the Indian Audit and Accounts Service, Shri Tharchin brings extensive experience in auditing government departments in J&K, including Autonomous Bodies, Public Sector Undertakings, and Local Bodies.

He previously served as Deputy Accountant General in J&K (May 2010) and Senior Deputy Accountant General (October 2016). During his tenure in the office of the Principal Accountant General (A&E), Punjab, he managed compilation, preparation, and submission of State Government accounts and also oversaw accounts of the Union Territory of Chandigarh, including GPF and pension entitlements.

From 2021 to 2024, Shri Tharchin worked as Financial Advisor in the National Company Law Tribunal (NCLT), New Delhi, and later as Principal Director in the office of the Comptroller and Auditor General of India (CAG), where he handled audit reports for J&K, Himachal Pradesh, Punjab, Haryana, and the Ministry of Defence.

Internationally, he conducted a Performance Audit of the Arbitration and Mediation Centre (AMC) of the World Intellectual Property Organization (WIPO), Geneva, and participated in the audit of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Sudan. He also led audits of Indian diplomatic missions in Jeddah, Riyadh, and Baghdad, as well as Telecommunications Consultants India Limited (TCIL) and Air India offices in Saudi Arabia.

Academically, Shri Tharchin holds a BA from Kashmir University and a Diploma in Management from IGNOU. Professionally, he is a Certified Information Systems Auditor (CISA) and Certified Internal Auditor (CIA).
