Engagement of CA Firms for Financial Attest Audit of Central Autonomous Bodies

 

  1. This engagement of CA firms is for the purpose of assisting the CAG team in Financial Attest Audit of CABs during the year 01.04.2026 to 31.03.2027.
  2. The period of contract will be one year from the date of signing to 31.03.2027
  3. The CA firms to which allotment letter is issued must convey their acceptance of the assignment. CA firm before giving acceptance to the allotment letter may ensure that the CA and articled clerk will be available for the assignment as per names included in Annexure C to EoW.
  4. Allotment of CABs in a station among CA firms will be the done by this office and no preference / Choice can be exercised on this account by the CA firms
  5. The CA firms can’t be engaged to work with the CAG teams for Autonomous and other Bodies for such Field Audit offices under whose jurisdiction the firms are conducting the statutory audit of public Sector Undertaking (PSU) during the year 2026-27. This needs to be ensured by the firms and the firms must bring it to the notice of this office in case of such conflicts. To avoid any ambiguity CA firms are required to furnish the details of past engagements in PSU/ CAB etc during the last 3 years along with the acceptance in the following formats:

  1. On acceptance of the assignment, CA firm will be required to sign an agreement with this office in Rs.100/- stamp paper not purchased earlier than the allotment letter issued. Following point are to be noted for executing the agreement:
  1. Performance security for Rs.30,000/- (Rupees Thirty thousand to be deposited by way of NEFT/RTGS/UPI into Pay and Accounts officer, Chennai as per details below:

After making the payment by NEFT/RTGS/UPI, copy of the screenshot/transaction acknowledgement needs to be furnished. This should be valid for a period of 60 days beyond the contract period (60 days after 31.03.2027). This Performance Security will be released only after the successful completion of the contract

  1. Agreement must be executed in person by the authorized signatory of the Firm at Chennai only. No travel fare / TA/DA will be paid on this account.
  2. Following documents in Original, ink-signed by the authorized signatory and bearing the stamp of the CA firm are to be submitted before the execution of the agreement in person:
  1. Letter of Willingness, duly filled and signed in ink by its authorized signatory, along with the stamp of the firm in original. (The sample format of the Letter of willingness and Annexure C are present in the Expression of Willingness document, which can be accessed at https://cag.gov.in/uploads/tenders/tenders-Final-EOW-for-AAP-2627-200326-069bd5350ce8e99-46354740.pdf)
  2. Annexure C, duly filled and signed in ink by its authorized signatory, along with the stamp of the firm in original.
  3. Attested copy of the valid ICAI certificate of the CAs whose names were submitted in Annexure C and an attested copy of proof that the CAs have been associated with the firm since 01.01.2025.
  4. Attested copy of the proof that the named Article Clerks whose names were submitted in Annexure C have passed CA Intermediate exam.
  5. A Self-declaration by the Article that she/he has been associated at least for 6 months with the CA Firm as on 1.04.2026 and he/she is not pursuing article-ship with any other firm. This declaration must be countersigned in ink by the authorised signatory of the firm and must have the stamp of the firm. The declaration to be submitted in original.
  6. The names of CA and Article are same as the names submitted in Annexure C along with the Expression of Willingness (EoW). This can’t be changed at present. Any CA firm before giving acceptance to the allotment letter may ensure that the CA and articled clerk will be available for the assignment as per names included in Annexure C to EoW.
  1. To ensure that there is no conflict of interest as mentioned ‘C’ above, a declaration must be submitted confirming that the firm had no association, in any capacity, with the concerned Autonomous and other Bodies in the past three years.
  2. On receipt of accounts from the allocated units, CA firms will be intimated 7 days in advance and within 72hrs of intimation about the nomination of the names of the CA and articled clerk  as per Annexure-C to be communicated.
