State Audit Advisory Board (SAAB) is constituted mainly to obtain inputs from knowledgeable and experienced professionals from various fields. The main idea is that it would improve the effectiveness of Audit by increasing the horizons of knowledge of the various subject matters planned for Audit.

The SAAB is constituted on bi-ennium basis with Prl.AG (Audit), AP as the Chairperson of the Board with distinguished experts invited from various fields of Public Service as external members.

SAAB for the period 2024 - 26 is under constitution.

 

Profile of previous Board

The brief profile of each of the distinguished external members of the previous Board during the period 2022-24  is as enumerated below:

Dr L.V. Sudheer Kumar, IAAS (Retd)

Dr L.V.Sudhir Kumar, belongs to the 1986 batch of the Indian Audit and Accounts Service. He graduated in Medicine from Andhra University. He worked as Director General of the National Academy of Audit & Accounts, Shimla and was the guiding force and mentor to many young and newly inducted IA&AS Officers. Apart from this he worked in various field offices of Indian Audit & Accounts Department. He has also been on deputation to Government of India as Director (Finance) in the Department of Atomic Energy and to the Sultanate of Oman as Expert in the Ministry of Finance. He worked as Principal Accountant General (Accounts & Entitlement) Combined Office of Andhra Pradesh. Before superannuation, Sri Sudhir Kumar was the Principal Accountant General (Audit), Andhra Pradesh. He was the main force in establishment of AG Office Andhra Pradesh at Vijayawada.

Dr S. Aruna kumari, Director of Public Health & Family Welfare (Retd)

Dr S. Aruna kumari  worked as Director of Health & Family welfare for the combined state of Telangana and Andhra Pradesh. During the state bifurcation and while establishment of new Directorate in AP, she has effectively overseen the bifurcation of Employee Cadres.

Also, worked in liaison with Mission Director, National Health Mission (NHM) for implementation of all Health programs in the state. She secured best performance award for implementation of Pradhan Mantri Surakshit Matritva Abhiyan services.

She worked as Project Director of AP State AIDS Control Society, she offered best efforts for establishing 10 Viral Load testing labs and COE (Centre Of Excellence) in the state. Establishment of COE at Vijayawada has facilitated the travel inconveniences of People Living with HIV all the way to Secunderabad.

She managed the Covid-19 pandemic very effectively by coordinating with all line department by conducting awareness in advance and handling vaccination drive smoothly.

Shri R Venkat Reddy, National convener, M V Foundation.

Shri R Venkat Reddy  has been working for abolishing child labour, protection of children’s right to education and campaign against child marriages for more than two decades now. Under his dynamic leadership, MV Foundation has expanded its work from 3 villages of Telangana in 1991 to 10000 villages spread across Andhra Pradesh, Assam, Bihar, Chattisgarh, Madhya Pradesh, West Bengal and many other states in the country.  Through his innovative strategies and planning, M V Foundation was able to mainstream ten lakhs child labourers into full time formal schools in diverse terrains.

He trained and built capacities of thousands of youth, members of gram panchayats, and government officials at all levels on issues relating to child rights.  He is involved in networking with government and non-government organizations in Telangana and several other states in the country. 

He published several articles in the leading regional newspapers which is compiled into a book “Balala Paksham”.  He is also a Member Experts Committee on Educational reforms Government of Andhra Pradesh.

Shri Rafi Ahmed, Joint Director (Retd), Mines & Geology.

Shri Rafi Ahmed has completed his M.Sc Geology from Osmania University as batch topper in 1986. Later took-up Research work on Geochemistry and Paleo Environment for deposition of Vempalli Dolomites in Kaddapah Basin. Further, for a small period he has worked as Scientist 'C' in the Atomic Minerals Directorate for Exploration & Research, Shillong, Meghalaya.

He has worked as Joint Director of Mines & Geology from 2009 to 2020. As a Joint Director, he represented the State several times in the Ministry of Mines, Govt of India meetings/deliberations on policy matters. He was nominated as member by the State Govt in the Central Committee constituted by Govt of India for framing of Draft Minor Mineral Rules in 2012. As Joint Director he headed Policy & Planning Wing of the Dept of Mines and Geology which is instrumental in framing draft policy/ rules for Minor Minerals, River Sand and operational guidelines both in United AP as well for Telangana State.  He is regular speaker in the annual meetings on the Dept policy matters at several forums.

Shri Srikanth Viswanathan, CEO, Janaagraha Centre for Citizenship and Democracy

Shri Srikanth Viswanathan is the Chief Executive Officer of Janaagraha Centre for Citizenship and Democracy, a Bengaluru, India based non-profitable organisation working towards the mission of transforming quality of life in India’s cities and towns. 

He is a practitioner of city governance reforms and municipal finance reforms, particularly on the application of systems thinking to reform agendas in cities.  He works closely with the senior leadership in union and state governments and constitutional bodies to shape and implement long-term reforms to municipal finance and city governance in India. 

He has been an Associate member of the Institute of Chartered Accountants of India for close to twenty years and worked in banking and audit before joining Janaagraha in 2011.

Shri BSN Reddy, ENC (Retd), Irrigation Dept

Shri B.S.N. Reddy retired as Engineer -in-Chief in Irrigation Department, Government of AP.

During his tenure as Engineer-in-Chief the works were undertaken:

  • Modernisation of Nagarjuna Sagar Project (APWSIP – World Bank Aided)
  • Water Resources Projects across Andhra Pradesh
  • Modernisation of Krishna and Godavari Delta Systems
  • Godavari Lift Irrigation Scheme, Andhra Pradesh
  • Srisailam Project, Andhra Pradesh
  • Kalwakurthy Lift Irrigation Scheme with an aycut of 1.36 Lakh hectares
  • Telugu Ganga Project
  • Integrated Development of Small & Medium Town schemes, Tenali funded by HUDCO

He is member in Fellow of Institution of Engineers. He was awarded by Institute of Engineer and KSS Samithi “Best Irrigation Engineer”. He has worked as Advisor to Hon’ble Minister, WRD, Govt of AP, during June 2019 to September 2022.

Presently he is nominated as Member, Dispute Board for Shapurkandi Dam on Ravi River in Punjab State and also working as Independent Consultant.
