Overview

The Report contains significant findings of audit of Receipts and Expenditure of major revenue earning Departments under Revenue Sector. The instances mentioned in this Report are those, which came to notice in the course of test audit during the period 2014-15 as well as those which came to notice in earlier years but could not be reported in the previous Audit Reports; instances relating to the period subsequent to 2014-15 have also been included, wherever necessary.

The Report contains 34 paragraphs relating to non/short levy of taxes, interest, penalty, etc., including a Performance Audit on “Working of Taxation Check Gates in Meghalaya” and an audit on the theme “Deduction of Tax at Source” involving Rs.353.24 crore and a Follow Up Report on a previous Performance Audit on “Transition from Sales Tax to VAT”. The Report is based on test check of records of Commercial Taxes Department, State Excise Department, Transport Department, Forest Department, Mining Department and other departments.

The total revenue receipts of the State during the year 2014-15 was Rs.6428.27 crore, of which the revenue raised by the State Government was Rs.1282.50 crore and receipts from Government of India was Rs.5145.77 crore. The revenue raised by the State Government constituted 20 per cent of the total net receipts of the State. The receipts from Government of India included Rs.1381.69 crore on account of the State’s share of divisible Union taxes which registered an increase of six per cent over the previous year and Rs.3764.08 crore received as grants-in-aid.
