Ms. Jaya Bhagat
Director General
Ms. Jaya Bhagat (Indian Audit and Accounts Service-1995) joined as the Director General of Audit, Railways Delhi on 3rd November 2025.
Ms. Bhagat’s earlier assignments include postings as Principal Accountant General (Accounts and Entitlements), Maharashtra at Mumbai and Nagpur and Principal Accountant General and Officer on Special Duty (Special Audit of the Brihanmumbai Municipal Corporation (BMC) at Mumbai. She has also served as Director General, Regional Capacity Building and Knowledge Institute, Jammu, Jammu and Kashmir and as Senior Deputy Accountant General and Director in audit offices (commercial, civil, scientific, environmental and performance audits) in Kolkata and New Delhi. She has worked on deputation in the Government of India as Director (Finance) of the National Rural Health Mission, Ministry of Health and Family Welfare, Government of India from 2010-2013.
Ms. Bhagat has work experience spread across Africa, Asia, Australia (Oceania), Europe, North America, and South America. She has worked as a Manager at the World Bank Group, USA and Chief (Administration) at the BRICS New Development Bank, China (2014-2018). She has conducted external audits of the World Health Organization (WHO) HQ in Geneva, the WHO Regional Office for the Eastern Mediterranean (EMRO) and Country Offices (Egypt and Yemen) in Africa and the Middle East, She has also led external audits of the Food and Agriculture Organisation (FAO) in Chile, Colombia, Venezuela and Mexico in Latin America and the Caribbean and for the International Computing Centre, TDR (Special Programme for Research and Training in Tropical Diseases) in Geneva, Switzerland, Europe.
Ms. Bhagat’s academic background includes Master’s in Business Administration (IIM-Calcutta) and Master’s in Public Administration (Harvard University). She has studied Globalisation and Leadership as a Gurukul Chevening Scholar at the London School of Economics and Political Science, UK and was class valedictorian as an International Auditor Fellow (2005) at the Government Accountability Office, USA.
Ms. Bhagat received the Harvard Kennedy School Lucius N. Littauer Award for academic achievement, leadership, and contribution to the Harvard community from Harvard University in 2013. She has also been awarded the Comptroller and Auditor General of India’s Gold Medal as Best Officer Trainee (1998) and the Director’s Gold Medal and Army Trophy at the Lal Bahadur Shastri National Academy (1996).
She has received the Comptroller and Auditor General of India’s Award for Innovation and Excellence in Public Auditing and Accounting both in 2021 and in 2022. In March 2024, she was recognised for her work in Governance at the India-UK Achievers Honours Awards organised by the Government of the UK, British Council and NISAU, UK.
