Norms for Discharge of Functions
1. Objective
This Manual describes the norms and standards followed by the Office in discharging its statutory, administrative and audit functions. All activities are carried out in accordance with the applicable laws, rules, regulations and instructions issued by the Comptroller and Auditor General of India and the Government of India.
2. General Norms
The Office follows the following principles while discharging its functions:
- Compliance with applicable laws, rules and regulations.
- Independence, objectivity and professionalism in audit.
- Transparency and accountability in administration.
- Timely disposal of official work.
- Accuracy, quality and reliability of outputs.
- Confidentiality of official records and information.
- Proper maintenance of records and documentation.
3. Audit Standards
Audit work is carried out in accordance with—
- Auditing Standards issued by the Comptroller and Auditor General of India.
- Risk-based audit planning.
- Collection of sufficient and appropriate audit evidence.
- Quality assurance and supervisory review.
- Timely issue of Inspection Reports and audit observations.
- Follow-up action on audit findings.
4. Administrative Standards
Administrative functions are performed by—
- Following applicable Service Rules and Office Orders.
- Maintaining official records systematically.
- Using e-Office and authorised digital platforms.
- Ensuring timely processing of files and correspondence.
- Disposing of establishment matters as per prescribed rules.
5. RTI and Public Information
The Office ensures—
- Compliance with the Right to Information Act, 2005.
- Timely disposal of RTI applications.
- Periodic updating of proactive disclosures under Section 4(1)(b).
- Publication of information required for public access.
6. Quality Assurance
Quality is maintained through—
- Multi-level supervision.
- Periodic internal review.
- Monitoring of compliance with applicable rules.
- Corrective action, wherever required.
7. Review
The norms contained in this Manual are reviewed periodically and updated with the approval of the competent authority whenever required.
