Rules & Manuals
1. Objective
This Manual provides information regarding the principal Acts, Rules, Regulations, Instructions, Manuals and Records followed by the Office while discharging its administrative, financial, establishment and audit functions.
2. Acts, Rules and Regulations
The Office functions in accordance with, inter alia, the following:
- Constitution of India.
- Comptroller and Auditor General's (Duties, Powers and Conditions of Service) Act, 1971.
- Right to Information Act, 2005.
- Central Civil Services Rules (as applicable).
- General Financial Rules (GFR).
- Delegation of Financial Powers Rules (DFPR).
- Orders and Instructions issued by the Government of India.
- Instructions issued by the Department of Personnel and Training (DoPT).
- Financial Instructions issued by the Department of Expenditure.
- Applicable guidelines issued by the Central Vigilance Commission.
- Manual of Office Procedure and other Government Manuals.
3. Audit Manuals and Standards
The audit functions of the Office are governed by—
- Auditing Standards issued by the Comptroller and Auditor General of India.
- Compliance Auditing Guidelines.
- Financial Auditing Guidelines.
- Performance Auditing Guidelines.
- Auditing Regulations, 2020 (as amended from time to time).
- Manuals, Circulars and Instructions issued by the Indian Audit & Accounts Department.
- Office Orders issued by the Headquarters and the competent authority.
4. Administrative Instructions
Administrative and establishment matters are dealt with in accordance with—
- Office Orders.
- Standing Orders.
- Circulars.
- Establishment Instructions.
- Recruitment, Promotion, Transfer and Leave Rules.
- Service Book and Personnel Record Instructions.
5. Records Maintained
The Office maintains, among others—
- e-Office and Physical Files.
- Inspection Reports.
- Audit Working Papers.
- Administrative and Establishment Records.
- Service Books.
- Leave Records.
- Pay and Accounts Records.
- Stock and Asset Registers.
- Budget and Expenditure Records.
- RTI Records.
- Correspondence Files.
- Records maintained as per the applicable Record Retention Schedule.
6. Preservation of Records
Records are preserved in accordance with the applicable Record Retention Schedule, Government instructions and the provisions of the Right to Information Act, 2005.
7. Review
The contents of this Manual are reviewed and updated periodically in accordance with the amendments and instructions issued by the Government of India, the Comptroller and Auditor General of India and other competent authorities.
