Overview

The State Finances Audit Report of the Comptroller and Auditor General of India for the year ended 31 March 2020, Government of Manipur (Report No. 3 of 2021) has been prepared for submission to the Governor under Article 151 (2) of the Constitution of India. Based on the audited accounts of the Government of Manipur for the year ending March 2020. This Report provides an analytical review of the Annual Accounts of the State Government and contains five Chapters:

Chapter I of this Report contains the basis and approach to State Finances Audit Report, structure of the Report, structure of Government Accounts, budgetary processes, snapshot of finances, assets and liabilities, and trends in key fiscal parameters like revenue surplus/deficit, fiscal surplus/deficit.

Chapter II of this Report deals with the State’s Budget and Expenditure as per accounts of the State Government for the year ended 31 March 2020. Some information has been obtained also from Government of Manipur for inclusion in this Report.

Chapter III of this Report contains audit observations on matters arising from the examination of Appropriation Accounts of the State Government’s compliance during the year ended 31 March 2020.

Chapter IV on ‘Quality of Accounts & Financial Reporting Practices’ provides an overview and status of the State Government’s compliance during the year 2019-20 with financial rules, procedures and directives.

Chapter V on ‘Functioning of State Public Sector Enterprises’ provides an overview and status of State Public Sector Enterprises.
