From the Editor's Desk

This issue of the journal is the first issue with a thematic approach of “Capacity Building”. It will be our endeavour to continue this approach in future issues also, so as to provide a broad framework for the articles appearing in this journal. Capacity Building is critical to any organization, especially to a Supreme Audit Institution where the professional skills, competencies and abilities of employees need to be continuously strengthened to meet the ever changing scenario of the audit universe. Capacity Building and training are thus indispensible factors in the growth and stability of SAI India, and is a priority area for us in our Strategic Plan.

In this issue of the journal the articles provide insight to the training strategy in IA&AD at different levels. At Headquarters, we have a dedicated Training Wing which monitors and coordinates programms among three Central Training Institutes, nine Regional Training Institutes and three Regional Training Centres in different states of the country. The Training wing has contributed an article outlining the various capacity building initiatives that have been taken up This is followed by an article from National Academy of Audit and Accounts (NAAA) which is our apex training institute for induction training to the Officer Trainees entering the Indian Audit and Accounts Service (IAAS).The training methodology at the Academy has been shared in detail in this article. There is also an article by some of the young Office Trainees as to their experience in the Academy.

The next article, “Training for Environment Audit”, provides an overview of the “International Centre for Environment Audit and Sustainable Development” (iCED), Jaipur. The iCED is a hub of capacity building in IA&AD in the area of Environment Audit, and organises international, national and bilateral Training Programmes on Environment Audit.

The issue also carries an article about the role played by SAI India in the field of knowledge sharing and capacity building activities in the field of Public Auditing at INTOSAI, ASOSAI and other bilateral seminars.

This time our regular entry featuring one office in the Department describes the activities taken up by the Regional Training Institute, Kolkata. Other regular articles include the new policy initiatives taken up by the Department and news from the International desk.
