This Area of the Office of the Director General of Audit, Eastern Railway’s Web Site is for disseminating information as required in the Right to Information Act 2005. The Comptroller & Auditor General of India has constituted a Task Force for the identification of documents/ information that might be made available to the citizens who might make a request for such information against prescribed cost/fee. The recommendations of the said Task Force are awaited.

Functions and Duties of the Office

This office is divided into two Wings viz. Head Quarter Wing and Field Audit Wing. Head Quarter Wing consists of Administration, Report, Co-ordination, Books and EDP Sections, whereas Field Audit Wing consists of E&PF, Expenditure, Construction, Stores, Traffic, Performance Audit Sections and Divisional Audit Offices at Sealdah, Malda, Liluah, Howrah and Asansol.

TYPES OF AUDIT:

The audit done by this office is broadly classified into:

1 Financial Audit:  Financial Attest Audit (FAA) is concerned with expression of audit opinion on a set of financial statements. FAA is required to be carried out to reduce the Chapter 1 – Introduction to Railway Audit Manual 14 For internal use of IA&AD possibility of the material misstatement in a financial statement and thereby, provide credibility to such a statement.

2 Compliance Audit: Compliance Audit is an assessment as to whether the provisions of the applicable laws, rules and regulations made there under and various orders and instructions issued by the competent authority are being complied with. This audit by its very nature promotes accountability, good governance and transparency as it is concerned with reporting deviations, identifying weaknesses and assessing propriety.

3 Performance Audit:  Performance auditing carried out by the Department is an independent, objective and reliable examination of whether government undertakings, programs, systems, activities or organisations are performing in accordance with the principles of economy, efficiency & effectiveness and whether there is room for improvement.

The powers and duties of officers and employees:

  • The Group Officers (Director Administration, Deputy Accountant General (Con.) hold charge of different Groups and report to the Director General of Audit who acts on behalf of the Comptroller & Auditor General of India.
  • The Welfare Officer, the Internal Audit Officer and the Branch Officer (Organization & Method) also report directly to the Director General of Audit.
  • The Branch Officers (Sr. Audit Officers) are in charge of a number of sections and report to their respective Group Officers.
  • Each Section is headed by an Assistant Audit Officer or a Supervisor with a number of dealing assistants (Sr. Auditors/Auditors), Clerk-Typists, MTS etc. below him/her.
  • In addition to these posts there are now a number of E.D.P. posts viz. Data Entry Operators, Data Processors (Vacant), all of which were created in the recent past following growing computerization of departmental work.

Directory of Officers and Employees:

  • The Departmental Blue Book containing names, designations & places of posting of all IA & AS officers and Group ‘A’ officers is available with the Public Information Officer.
  • The other Directory is known as the Gradation List containing the basic service particulars of all officers and employees working in this office and it is also available with the Public Information Officer.
  • The above Directories are however not to be treated as Seniority Lists. 

 

The budget allocated etc.:

  • The office submits proposals for Budget and Revised Budget Estimates to its headquarters and the allocations are made under the Head of Accounts concerned in Government Accounts viz. 2016 – Audit – 104 – Railway Audit Offices; Daily Expenditure Statements and Statements of monthly & quarterly review of expenditure are forwarded to the Office of the Comptroller & Auditor General of India.
