The biennial Conference of Accountants General is an important landmark in the calendar of events of the Indian Audit and Accounts Department.It is a time of introspection, when the department collectively reviews past actions and chart its future course.The XXII Conference held at Vigyan Bhawan, New Delhi in July 2003 was no exception.The Prime Minister and Finance Minister graced the inaugural function of the Conference on 28 July while the Deputy Prime Minister graced the valedictory function on 30 July 2003.This issue reproduces the speeches delivered by them and the Comptroller and Auditor General of India at the inaugural and the valedictory functions of the Conference.

The pervading theme of the Conference was modernisation.In keeping with the theme, we have included in this issue four other articles on public audit, risk analysis, privatisation and sustainable development.Another article on Management Today is of a different hue which we hope the readers will find interesting and illuminating.

We look forward to contributions from all readers.For the benefit of intending contributors, we have spelt out the terms and conditions for contribution at end of the Journal under ‘Invitation for Articles’.;
